Some of the samples contained hundreds or thousands the concentration of pesticides typically permitted in cannabis extracts.

Key findings from the investigation highlighted critical regulatory gaps:

• Outdated Testing Requirements: California’s mandatory 66-pesticide panel had not been updated in years despite the use of dangerous unlisted pesticides in cannabis cultivation. Pymetrozine, specifically, was detected in up to one in every four bulk extract batches tested.
• Unqualified Laboratories:  Trace pesticide residue analysis requires robust methods and sensitive instrumentation.  Whether intentionally or not, the labs performing compliance testing of some of the products were not detecting pesticides well over their action limit.  Many have since had their licenses revoked or failed in their attempts to receive annual licenses. 
• The Need for Industry Action: Clean, ethical operators needed a transparent way to prove their products were free of off-list chemicals and safe for human consumption.

Many ethical operators and manufactures were unaware of these quality and safety issues and immediately started conducting expanded pesticides residue testing to ensure clean supply chains.  Elliot Lewis, of Catalyst, coined the term “Cat 4” testing (as the DCC had implemented 3 phases of testing requirements up until that point) for this expanded testing.  The problem was, each laboratory analyzed for a different list of expanded pesticides.
